In preparing the original draft, the negotiations’ chairperson, Stuart Harbinson, drew on the 18 December 2002 overview paper, which was reviewed at a negotiations session of the Agriculture Committee on 22–24 January 2003. This in turn, was based on proposals made in the agriculture negotiations between March and December 2002.
